Highland

The Highland council area is covered by eight separate community council schemes, with each scheme covering the area of a former district of the Highland region. According to the Highland Council's concordat with community councils of November 2001, [ [http://www.highland.gov.uk/NR/rdonlyres/A484C106-CED0-416F-A2DD-971052540FC1/0/ccconcordat.pdf "Concordat between The Highland Council and Community Councils November 2001", Highland Council website, accessed 3 March 2008] ] the total number of community council areas is 152 and the former districts are areas used in a Highland Council decentralised management scheme developed in 1996, the same year that the statutory districts were abolished. That decentralisation scheme, however, was compromised by changes to ward boundaries in 1999 and was effectively scrapped when new wards and management structures were introduced in 2007.

Community council areas are listed below as in the schemes. The schemes fail however to cover the whole of the Highland council area. It appears that one scheme, covering the area of former district of Sutherland, has not been updated to take account of a change to the boundary between that district and the district of Caithness.

Badenoch and Strathspey

The area of the former district of Badenoch and Strathspey is covered by 11 community council areas which are numbered and described as below in the "Scheme for the Establishment of Community Councils" adopted by the district council in February 1979.

Caithness

According to the Highland Council's "Scheme for the Establishment of Community Councils in Caithness", October 1997, the area of the former district of Caithness is covered by 12 community council areas numbered and described as below. This scheme postdates transfer of part of the district of Caithness to the district of Sutherland as well as abolition of the districts, and therefore it does not cover the whole extent of the Caithness district prior to the transfer.
